President Obama announces plans to regulation of emissions, Congress ranges

President Obama announcement on Tuesday that will use his Executive authority to regulate emissions of carbon dioxide from existing plants and to finalize the rules for the plants that have yet to be built, is cause for celebration, but also a time of mourning. The announcement reflects the refusal of Congress to pass serious legislation to curb greenhouse gas emissions. Ultimately, if the United States fully contribute to an effective global response to the dangers of a warming of the planet, Congress must stop dithering.
