ABOARD AIR FORCE ONE (AP) — President Barack Obama is urging the people of the Central African Republic to remain calm amid mounting sectarian violence.

The White House says Obama taped the audio message Monday in Dakar, Senegal, as Air Force One was refueling on its way to Johannesburg for a memorial service honoring former South African President Nelson Mandela. Mandela died last week.

Obama addressed his remarks to the "proud citizens of the Central African Republic" and said they have the power "to choose a different path" than the violence that led to more than 400 deaths in two days of violence last week between Christians and Muslims.

Obama says he joins Muslim and Christian leaders in calling for calm and peace and says those who are committing crimes should be arrested.

Senate Republicans block more nominees of Obama

BY ALAN FRAM, ASSOCIATED PRESS THE

WASHINGTON (AP) - Senate Republicans blocked a lot of nominations mostly lower by President Barack Obama following the democratic movement of the month past weakening the traditional ability of the minority party block presidential appointments later on Monday.

Action demonstrated that the Republican Party was intent of demanding a price most of the changes of the filibusters Senate Democrats muscled, or procedure slows the minority Senators you can use for nominations delay or kill or invoices.

Showdown on Monday came as the Senate returned to work for the first time since the Democrats made these changes on November 21.

It moved democratic had angered Republicans, because weakened it the capacity of wage filibusters Republicans and Democrats made the change with a simple majority of votes. The Republicans said that Democrats should have been forced to win a two-thirds majority to make the change, which is most commonly used to make important changes rules.

On Monday, Senator Lamar Alexander, R - Tenn., objected to the request of the leader of the majority of the Senate Harry Reid, D - Nev., for the unanimous approval of more than 30 mostly minor appointees.

"Until understand you best how to operate in a Senate without rules, protested, a United States Senator", said Alexander.

Blocked nominees include positions as Undersecretary of Defense for personnel and readiness, a peak for the chemical safety and Hazard Investigation Board. It also included Deborah Lee James, election of Obama to be Secretary of the air force.

Fast approval for those candidates who Reid was seeking required the consent of all senators, by Alexander objections were enough to stop them.

The dispute came to head last month after Republican blocked Obama collects three vacancies for the Court of appeals of the District of Columbia Circuit. The candidates were not included in the Group blocked on Monday.

This Court is very powerful because it governs on the actions of the administration. Its eight judges currently divide evenly among those elected by past democratic and Republican presidents.

When Alexander compared objections from the Republican party to the democratic actions against judges chosen by the President of the Republican Party George W. Bush, Reid said: "this explanation is as flat as a bottle of beer open for six months".

Democrats modifications allow filibusters which was completed by a simple majority of senators, not the 60 votes needed since 1975. The changes apply to almost all candidates, but not affect designated judges of the Supreme Court or the law.

Reid also set in motion votes to end filibusters against Jeh Johnson, elected to lead the Department of Homeland Security and nine minor candidates.

Obama, Nancy Pelosi And Harry Reid Joining OFA Meeting

By KEN THOMAS, THE ASSOCIATED PRESS

WASHINGTON — President Barack Obama is meeting Monday with his most loyal supporters to discuss ways to promote his agenda on issues like immigration reform and the economy as lawmakers prepare to return home for their annual summer break.

Obama was being joined by Senate Majority Leader Harry Reid, D-Nev., and House Democratic leader Nancy Pelosi of California at a meeting of Organizing for Action, a super political action committee formed from the president's 2012 re-election campaign.

The meeting comes ahead of Congress' annual August recess, when many lawmakers return to their districts and hold town hall meetings with constituents. It was during the same period in 2009 that many tea party activists rallied against Obama's health care proposal, which the White House is now working to implement.

Democrats are trying to build momentum on issues like immigration reform, which cleared the Senate but faces an uncertain future in the House; expanded background checks for certain firearm purchases, which are stalled in Congress; and measures to curb climate change, which the president outlined last month.

Obama also plans a series of economic speeches beginning this week that will be aimed at building support ahead of upcoming budget deadlines this fall and the potential for another fight with Republicans over the nation's borrowing limit.

Organizing for Action, which is run by former White House and campaign aides, has tried to build public pressure on members of Congress to enact the president's second-term agenda. The group raised more than $8 million between April and June.

Attendees at an "Action August" summit were receiving an update from Reid and Pelosi at the meeting, along with news from Cecile Richards of Planned Parenthood Action Fund, which has been active in opposing sweeping new abortion restrictions in Texas.

Obama was scheduled to speak at the summit and then at a dinner for the organization later in the evening.

WASHINGTON -- President Barack Obama will make stops in Illinois and Missouri next week to draw attention to the economy and to measures he argues will help step up the recovery.

The White House says Obama will travel Wednesday to Galesburg, Ill., and Warrensburg, Mo., to make his case for spending on infrastructure and for universal pre-school programs. Obama is also expected to highlight the economic benefits of overhauling immigration laws.

Both stops are in rural communities that have seen party switches in their congressional representation within the past three years – one to Democrat and the other Republican.

The day-trip comes during a high point for the White House, a week after the Senate gave Obama a significant victory by approving several stalled administration nominations.

Unions' Obamacare Demand Won't Be Met, Obama Administration Says

AppId is over the quota
AppId is over the quota

The Obama administration won't give in to organized labor's demand that it bend the health care reform law to protect some union member's health insurance plans, the White House said Friday.

AFL-CIO President Richard Trumka and other unions were informed of President Barack Obama's decision that the unions aren't getting what they want during a meeting at the White House about the Affordable Care Act on Friday afternoon. The Treasury laid out its rationale in a letter to Sen. Orrin Hatch (R-Utah) and Rep. Dave Camp (R-Mich.), who previously wrote to Treasury Secretary Jacob Lew to express opposition to granting the unions' demand. The Washington Post first reported on the Obama administration's decision Friday.

The dispute over the impact of the 2010 health care reform law on some union health plans has caused a rift between the AFL-CIO and the White House. The labor union approved a resolution at its national meeting Wednesday calling for significant changes to the law -- and threatening to support its repeal if their terms weren't met.

Among its demands, the AFL-CIO wants union members belonging to so-called multiemployer plans, also known as Taft-Hartley plans, to receive the same tax credits that will subsidize health insurance premiums for low-income people who don't get health coverage at work. Those lacking employer-sponsored coverage will use the state-based health insurance exchanges scheduled to open Oct. 1 for plans that take effect in 2014.

Multiemployer plans are utilized by union members who may work for more than one company in a year. The plans allow workers to maintain the same health benefits as they change jobs. Union leaders have claimed the health care reform law will be responsible for "destroying" these health benefits, in part because employers will prefer to end health insurance and direct workers to shop for their own coverage on the health insurance exchanges.

But the Treasury Department has ruled that these union plans will be treated the same as other job-based health plans, which are not eligible for tax credits. In single employer and multiemployer health plans, workers' premiums are subsidized by the company and the benefits are not taxed.

"An individual who is covered by an eligible employer-sponsored plan would not be eligible to receive a premium tax credit. The conclusion that an individual cannot benefit from both the exclusion from taxable income for employer-provided health coverage under such a plan and the premium tax credit by the A.C.A. [Affordable Care Act] applies whether the individual is covered by a single-employer plan or a multiemployer plan," Alastair Fitzpayne, assistant secretary for legislative affairs, wrote Hatch and Camp Friday.

The AFL-CIO had no comment on the White House's decision, spokeswoman Amaya Tune wrote in an email to HuffPost.

Sen. John Thune (R-S.D.) introduced legislation this week to forbid providing tax credits to union members with multiemployer plans.

D. Taylor, president of UniteHERE, Joe Hansen, president of the United Food and Commercial Workers International Union, and Trumka were among the seven union leaders at the meeting, according to a background statement from a White House official. "The administration will work with multiemployer plans and other non-profit plans and encourage them to offer coverage through the Marketplace, on an equal footing, to create new, high-quality, affordable options for all Americans," the official said in a written statement.

Obama, Vice President Joe Biden, Secretary of Labor Tom Perez, White House Chief of Staff Denis McDonough, and White House Senior Adviser Valerie Jarrett attended the meeting, according to the official.

Trumka declined to comment to reporters after the White House meeting, Politico reported.

This story has been updated with an email response from the AFL-CIO.

President Obama announces plans to regulation of emissions, Congress ranges

President Obama announcement on Tuesday that will use his Executive authority to regulate emissions of carbon dioxide from existing plants and to finalize the rules for the plants that have yet to be built, is cause for celebration, but also a time of mourning. The announcement reflects the refusal of Congress to pass serious legislation to curb greenhouse gas emissions. Ultimately, if the United States fully contribute to an effective global response to the dangers of a warming of the planet, Congress must stop dithering.

Obama Climate Change Proposals Won't Be Job-Killers, Experts Say

AppId is over the quota
AppId is over the quota

Even before President Barack Obama unveiled his sweeping climate change plan on Tuesday, Republican leaders were denouncing the effort as a job-killer. Any move to restrict polluting carbon dioxide emissions from power plants, they maintained, would send energy costs up and lead to mass layoffs in a vital job sector.

At a press conference last Thursday, House Majority Leader John Boehner (R-Ohio) blasted the expected proposal as “absolutely crazy.”

“Why would you want to increase the cost of energy and kill more American jobs at a time when the American people are still asking where are the jobs?” he asked.

But experts who have studied the intersection of environmental policy and the job market say there's little truth to this claim, if any.

Such assertions are "wildly overstated," said Richard Revesz, the director of the Institute for Policy Integrity at New York University. He framed Boehner's remark as the latest iteration of a “job-killer meme” that has surfaced frequently in recent years as Republicans have sought to drum up fears about Obama’s environmental efforts.

“We hear often that large swaths of the economy will be wiped out due to one regulation or another,” Revesz said. “Fortunately, and not surprisingly, we don't see those predictions coming true.”

In a comprehensive 2012 review of more than 25 studies that attempted to gauge the effect of environmental regulations on jobs, a team of researchers led by Revesz found that many claims about such regulations were unreliable.

While studies commissioned by the coal industry warned that millions of jobs could be lost, others conducted by left-leaning think tanks and environmental groups predicted that millions of jobs would be gained, their survey found.

By contrast, the most detailed studies concluded that job losses and gains from environmental regulations essentially balanced out. "When serious studies have been done, the impacts tend to be small -- sometimes positive, sometimes negative, but small," Revesz said.

Obama said Tuesday that he would use his executive powers to place limits on carbon dioxide emissions from power plants. The plan is the most ambitious effort by a U.S. president to address climate change to date and includes $8 billion in loan guarantees for clean energy projects, such as efforts to trap and store carbon dioxide emitted by coal-burning power plants.

One company that stands to benefit from the plan is Neumann Systems Group, based in Colorado Springs, Colo. The company recently won a $73.5 million contract to apply its liquid-based emissions scrubbing technology to a local power plant that is under construction. Todd Tiahrt, Neumann's CEO, said the technology could also be used to retrofit older plants at a cost of about $150 million for an average-sized facility.

Tiahrt said he expected Obama's proposal would spur growth in his field, and that in five years his operation could employ 500 engineers. But he also worried that new regulations would single out coal plants for closure, even though they are hardly the only carbon polluters.

"My initial reaction is this amounts to an unfair segregation of the coal industry," he said.

Coal plants are still proliferating across the world, Tiahrt said, and any initiative to curb their use in the United States would also inhibit the growth of businesses like his that are developing methods to make coal clean.

Perhaps sensing this paradox, Democrats seem to be pulling back on their attempts to directly counter Republicans' jobs fears and portray climate regulations as boons to the job market.

The policy paper that accompanied Obama's announcement mentions potential job growth stemming from the proposed measures six separate times, but it avoids any specifics, such as what types of jobs might be created and in which industries.

Indeed, the only specific job-growth number in the report refers to an "estimated" 17,000 jobs created at 50 solar and wind farms and geothermal plants approved by the Department of Energy since 2009.

This reluctance to be predictive could be a sign the administration wants to bury a boast Obama made while on the campaign trail in 2008. If elected president, he pledged, he would invest in green-energy technology that would yield 5 million jobs.

The best opportunity at realizing that goal came in 2009, when the massive stimulus approved by Congress provided $90 billion in loans, tax credits and other measures for increasing clean energy production and bolstering public transit.

Even the most vocal supporters of the stimulus acknowledge that the investment didn't create many jobs. Robert Pollin, a former Energy Department official who was tasked with tabulating jobs stemming from the stimulus, said his "best guess" is that 240,000 green jobs were created from 2009 to 2011.

But while those green-energy efforts may not have boosted the job market, they weren't job-killers either, Revesz noted. And all things considered, he said, Obama's newly proposed climate rules are likely to do more good than harm.

"With the health benfits and environmental benefits are strong as they are, it's really clear to us that we as a nation are better off with these regulations," he said.

Bryan Fischer Claims Obama Was Photoshopped Into Bin Laden Situation Room Snapshot

AppId is over the quota

Conservative radio host Bryan Fischer presented the possibility that President Barack Obama was photoshopped into the iconic White House Situation Room photos of the Osama Bin Laden mission during his radio show on Thursday, Talking Points Memo reported.

Fischer said the size of Obama's head, as compared to others in the photo, piqued his speculation.

"Even people standing in the back of the room, their heads are bigger than his head," Fischer said on his show, Focal Point. "And it looks teeny-tiny next to the people that he's sitting next to. He looks kind of hunched over and small."

Fischer played a recording of Reggie Love, Obama's former body man, saying during a Los Angeles forum last month that he and Obama played cards away from the Situation Room on the day of the mission.

"Most people were down in the Situation Room and [Obama] was like, 'I'm not, I can't, I'm not gonna be down there, I can't watch this entire thing," Love said in the recording, which has since been removed from YouTube.

Fischer said the recording might "confirm" that Obama was not, in fact, in the room during the mission. He alleged that Obama only wanted to be a part of the historic moment were the mission successful.

"I think Obama's approach was, 'Hey, if this thing goes south, I don't want to be in the room. I don't want to be anywhere near this thing if it blows up," he said. "If it succeeds, if it's an outstanding success, then photoshop me in there.'"

Obama plays safe with embassies Post-Benghazi

obama embassiesAndrew Harrer/Bloomberg via Getty Images

WASHINGTON - President Barack Obama seems determined to make sure that it does not have another Benghazi.

Put in the pillory by Republicans in Congress for its handling of the attack of last year, his Administration's response very carefully now that intelligence suggests an attack by al - Qaida as possible in the work.

As well as the threat may be winding down, American officials say that they are not taking risks less than a year after militants killed four Americans in the eastern city of Libya and the Republicans are about to pounce on any false step.

After closing 19 diplomatic posts throughout the Muslim world for nearly a week, United States added to global unrest on Friday.

Ordered personnel not essential in Lahore, Pakistan, and warned Americans to avoid travel to the country. The action appeared linked to the threat of al - Qaida come from Yemen, but it reflected a letter earlier in the week to employees of Embassy of United States in that country.

The reason for the recent security measures: "An excess of caution".

It will reopen on Sunday come, all but one of the 19 embassies and consulates, the State Department announced on Friday afternoon. The exception: the Embassy of United States in Sana'a, Yemen. In addition, the Consulate in Lahore was remain closed. A spokesman of the Department do not cite a reason for the decision to reopen the 18 missions.

Obama said at a White House Press Conference on Friday afternoon that core of al - Qaida has been decimated by the counter-terrorism efforts of the United States as the raid 2011 killed Osama bin Laden in its complex in Pakistan. But they remain members of the terrorist network threatening to the United States

"Although it is less likely that it can carry out spectacular attacks homeland as 9/11, they have the ability to go after our embassies", said Obama. "They have the ability to pursue our business. They have the ability to be disruptive and destabilizing in countries where the security apparatus is weak. And that is what we are seeing now."

"We won't completely eliminate terrorism," he said. "What we can do is to weaken and strengthen our partners so that it does not pose the type of horrible threat that posed in the 9/11".

Obama did not speak specifically about the threat or the closing of the Embassy.

But U.S. officials familiar with the discussions recognized that the deadly attack last year on a facility of the United States in Benghazi played a role in the decision-making process. They say that the White House, in particular insisted on handling the situation very carefully, and only persisted the reopening of embassies and consulates to the public when it is not a significant threat. They spoke on condition of anonymity because they were not authorized to publicly discuss the deliberations.

Extended closures have consequences for American diplomacy. Means those travelling for business and potential tourists have to wait for visas, American pickpocketed unable to obtain new passports and fewer staff in the work of promoting human rights, facilitating trade agreements or coordinate with foreign Governments on issues vital to the United States security and economic growth. It also takes a toll on the image of the United States in countries with anti-American sentiment already.

The order of off diplomatic facilities in the Northwest that Africa Bangladesh stands in sharp contrast to the Administration's approach favored in September in different circumstances.

The danger present in much of North Africa and Middle East concerns of a possible al - Qaida attack come from Yemen without law, while Pakistan closures refer to a barrage of deadly militant attacks there. The threat a year ago was more amorphous and even less predictable, focusing mainly on an avalanche of protests from West Africa to the Philippines by a fan, anti-Islam film made by an Egyptian who lives in the United States.

When the Administration was reluctant to close their embassies and consulates. Even after September 11 Benghazi assault that killed U.S. Ambassador Chris Stevens and the other three Americans, and as demonstrators besieged United States jobs in the region, Washington tried to keep their offices in the majority of places open for business.

When the United States took action, it was narrower in scope and geography.

After protesters marched into the compound of the United States in Cairo, they scaled the walls and replaced the American flag with the black flag, favoured by the Islamists, the State Department Visa Office had been closed for a week and suspended the emergency services for Americans for several days.

The building remained in operation, as the U.S. Embassy in Yemen after the violent scenes did similarly days later.

The night of September 11 was most violent of all, although the Government says that already the events there were not connected to any demonstration.

Since the attack of two stages of Benghazi the diplomatic post and then a CIA compound across the city, U.S. diplomats have not returned to the city. But even within Libya, the response was attacked. Non-essential staff was ordered outside the U.S. Embassy in Tripoli, the capital, while he remained senior diplomats.

Protests in other places at the same time had impact.

United States closes its Embassy in Sudan after the Government refused to authorize the additional Marines as part of a protection force. United States closed installations throughout Pakistan on September 21 for a day of national holiday dedicated to the Muslim Prophet Mohammed. But in dozens of other places where demonstrations, took place the Department of State maintains a semblance of normality.

Washington reinforced security at the facilities, instead of closing them. In some places, that meant Marines; in others, the local authorities intensified. Armoured vehicles, police cars and surveillance equipment became immediately most conspicuous near the compounds of the United States from Nigeria to the Philippines.

Last week, United States has erred much more cautious.

On the military side, United States drone strikes killed 34 suspected militants in Yemen in the past two weeks, according to a count of Associated Press provided by Yemeni security officials.

And although there has not been any public demonstration yet of the threat of al - Qaida, the Administration continues to openly warn about the permanent danger and the need to limit exposure to United States while taking action against terrorist groups.

A little lost in the response has been the importance of persisting with diplomacy in dangerous places - a subject significantly pointed out a year ago.

"Even as voices of suspicion and mistrust seeking to divide the countries and cultures of each other, the United States of America never withdraw from the world," Obama said at a ceremony for the victims of the attack in Benghazi.

Obama Confuses U.K. Finance Minister George Osborne With Soul Singer Jeffrey Osborne

US President Barack Obama repeatedly called British finance minister George Osborne "Jeffrey" at the G8 summit, media reported on Thursday.

The US president said three times that he agreed fully with "Jeffrey" during his presentation on G8 host Britain's plans to crack down on tax avoidance, leaving Osborne red-faced.

Realising his blunder afterwards, Obama joked that he had mistaken Britain's chancellor for the US soul singer Jeffrey Osborne, The Sun and the Financial Times reported.

"I'm sorry, man. I must have confused you with my favourite R and B singer," Obama was quoted as saying.

The chancellor, 42, bears little resemblance to Jeffrey Osborne, a 65-year-old African-American hit singer-songwriter known for his 1982 classic "On the Wings of Love".

Jeffrey Osborne told Sky News television: "I was really delighted actually. I was really not aware that (Obama) was that much of a fan that he would call the chancellor Jeffrey Osborne.

"Tell the chancellor when I come over I will have to hook up with him and we will do a duet of 'On The Wings Of Love'."

The Sun quoted an onlooker at the session as saying: "Osborne looked really put out" by what was a "visually crushing blow".

"The first time Obama did it was bad enough, but then he kept on repeating the error throughout the presentation. It got really cringe-worthy by the end."

George Osborne's real first name is Gideon, but he switched to George after being teased as a teenager.
