Napolitano will inherit agitation as new President of the University of California

LOS Angeles, July 13 (Reuters) - in the hiring of Janet Napolitano to run the University of extension California, State officials have exploits of connoisseurs and fundraising of the head of national security policies for restoring a system built up by years of budget cuts and agitation.

Napolitano, a Governor of two-term Arizona plucked by President Barack Obama in 2009 to be Homeland Security Secretary, said on Friday that he would leave that post to run the system 10-University campus, pending approval by the Board of Regents expected next week.

Chosen from more than 300 candidates in part because of their political ability, 55-year-old Democrat will take the rudder as the University is struggling to recover from the economic crises that have eaten away at the State budget and for almost two decades.

Cuts of almost $1 billion in the past five years have led to increases in tuition and shortage of class and has strained relations with the Faculty and staff through the imposition of days of rest and hiring freezes.

"Your job is to restore the glory of the system," said Jack Stripling, who covers the leadership of the University for the Chronicle of higher education.

So Napolitano will have to convince politicians that control the State budget that a University of high quality is an asset worth paying for - at the time showing the faculty, staff and students 234.000 that she is on their side.

"The thinking is, you bring in someone with statesmanship to resolve what is essentially a political problem," said Stripling.

To make your choice of a new President, the University leaders chosen someone with experience in the management of a large, highly political organization, said the UC Dianne Klein spokeswoman. The budget of the University, including its hospitals and medical centers, is more than $24 billion.

"It is a dynamic position, and she is someone who has experience in the management of large complex organizations," said Klein.

BUDGET

Neapolitan tenure will begin as the campus - along with the State - recovered from the prolonged economic recession. But while the legislature and gov. Jerry Brown have restored some funds, budgets remain tight.

As a result, Napolitano will have to find creative ways to raise funds and cut spending, while preserving the quality of the teaching and research so that the system is known.

"Secretary Napolitano has the strength of character and the mind of a stranger who will serve well the Faculty and students," said Brown in a statement. "It will be exciting to work with her."

But Robert Powell, Professor of chemical engineering at UC Davis Academic Senate who heads system-wide, said Napolitano also will have to spend time knowing College by meeting with students and professors and campus tour.

"She has to go to the campus - meet with faculty, meet with staff, search and see how these places are and how students live here," said Powell.

A lawyer by training, Napolitano is an unusual choice because he has not worked in academia. His predecessor, Mark Yudof, is also a lawyer but was Rector of the University of Texas and President of the University of Minnesota before taking the reins in the most populous United States State.

Napolitano was born in New York City and grew up in Pittsburgh and Albuquerque. He had been appointed a Prosecutor of Arizona of the United States Bill Clinton and later elected attorney general of the State and the Governor.

As head of Homeland Security, she drew the ire of some Republicans, who painted an overly optimistic image of border security, he said.

Napolitano will be the 20th President of the University of California and the first woman. He acknowledged that it was not a typical candidate and said that he would meet with teachers, students, politicians and others to learn about the system.

Unemployment for recent graduates of the University by major

The unemployment rate of graduates is half of people with only a high school diploma.

But that does not mean recent college graduates have not struggled to find work. Do therefore what older fighting over?

A study of may 2013 from the center of Georgetown University in education and the work force shows that students who studied architecture have a high rate of 12.8 percent unemployment among recent graduates, defined as those between the ages of 22 and 26 degrees. Older history and graphic design are doing a little better, with recent graduates about 10 percent unemployment.

While those who were higher in primary education, have a 5 percent unemployment rate among the graduates, the study found, and students who studied agriculture and health sciences have an unemployment level even lower, very below the national average. The overall unemployment rate for recent graduates, according to the study, is 7.9 percent.

However, it should be noted that graduates often have a more difficult time finding employment in their field.

Half of the graduates are jobs which do not require a degree, according to a study by the Center for College profitability and productivity, released in January.

But in 2000, before the economy fell into a recession, the proportion of graduates who were unemployed or underemployed hit an all-time low of 41 per cent.

Barbara Streisand Slams I treat women Jewish Ultra Orthodox in Israel, receives doctorate honoris cause from the Hebrew University

Jerusalem - Actor Barbra Streisand got into one of topics even in Israel on Monday in the first big stop on his tour around the country - Jewish religious practices that separate men and women.

Speaking at the Hebrew University of Jerusalem on Monday, where received a honorary doctorate, she pointed to cases of ultra-Orthodox Jews targeted women, as well as warmly praised the country.

Ultra-Orthodox Jews, who are cut off from the rest of society, but have disproportionate power in Government and religious affairs, fear that allowing women to make such advances will erode their authority.

Tzipi Livni israeli Justice Minister has introduced legislation making the forced separation of men and women in public places like buses illegal. With regard to women praying at the Western Wall, a court has upheld the right of women to wear Prayer Shawls, and a proposal has also set aside a section of the Western Wall for the prayers of the genre.

Streisand says pleased to hear that there was hope of evolution. "Repairs are made, and that's very good," he said.

Earlier in the day, the actor met with 20 children with diseases that threaten the life of the "Make-A-Wish" Foundation. Streisand beamed as a teenager sang his song, "People".

"I'm going treasure this," he said. "Is so powerful that in a room with all of you and especially the children who touched my heart."

Streisand visited the University in one of the first stops of his trip to Israel since 1984, receiving a doctorate honoris causes

She spoke at length of his admiration for Israel and the Hebrew University, which opened a building named after his father in 1984 when she donated money for its construction.

"I think it would be very proud to know that this esteemed institution honoring his daughter", said.

It commended the University for graduating a number of female doctoral students record this year, the first time that women composed by a majority of degree recipients.

University officials call the Jewish singer and actor of "friend of Israel" and said that his honorary doctorate was "an opportunity to recognize your support, your friendship, your generosity".

Streisand tour has attracted the attention of the public and the media.

Arrival at Israel's Ben-Gurion Airport on Sunday, with her dog in tow, received prominent media coverage. Streisand, 71, will attend birthday number 90 of israeli President Shimon Peres later in the week before first appearing in it ever concert in Israel on Thursday and Saturday.
